Normally I like crackfics; they appeal to my twisted sense of humor. But in this case, I think the author's notes at the end of the fic sum it up pretty well:

The whole plot: Joe Biden is going to lose the 2024 election. So he calls Princess Celestia on the phone, because somehow there's a portal to Equestria in Area 51. She sends ponies to America. Because he has ponies backing him, Joe Biden wins re-election.
Yeah, it's that dumb.
This fic is bad. Not "so bad it's good," no, it's just bad. It could have been entertaining if any of the jokes landed or if it had been a more cracky crackfic. But basically, the author took some "sleepy Joe Biden" jokes out of the freezer and warmed them up in the microwave. They're not even mean jokes (the author seems to like Biden more than Trump).
The fic has no redeeming qualities whatsoever. 0/10.
